INFORMATION AND EDUCATION PROGRAM GOAL:
To increase awareness of the role and programs of the State Board of Healing Arts and to accurately and promptly provide information to all of the agency’s customers, including the members of the Board itself, councils of the Board, the Legislature, public, other states, government agencies, private entities, applicants, licensees and national data banks.
OBJECTIVE #1:
To meet all applicable statutory time limits in providing information to those requesting it, including reports to national data banks, electronic data requests, and requests made under the Kansas Open Records Act and to disseminate accurate information, some of which is protected from disclosure or is confidential under the Healing Arts Act, peer review, risk management and other applicable statutes, to those desiring information.
Strategies for Objective #1:
- Respond to requests made under the Kansas Open Records Act in accordance with K.S.A. 45-218.
- Make reports to national data banks in accordance with Federal law and agreements the Board has with various national data banks.
- Encourage use of e-mail for requesting agency records.
- Provide information and data to appropriate requesters in the electronic format requested.
Performance Measures for Objective #1:
OUTCOME MEASURES:
- Utilize the IT Enhancements completed in FY 2005 to use the same number of FTE’s to respond to an increasing number of open record requests (see Schedule of Open Records Requests) within the time limits specified by K.S.A. 45-218.
- Utilize the same number of FTE’s to report an increased number of adverse actions to National Practitioner Data Bank and other national data banks. (See Schedule of Adverse Actions Reported) within 30 days of final action.
- Track requests and responses made by e-mail.
- Utilize the same number of FTE’s to provide information and data in response to professional data requests (see Schedule of Professional Data Requests) within time specified by K.S.A. 45-218.
OUTPUT MEASURES:
- Response to 100% of all requests under the Kansas Open Record Act are made in accordance with K.S.A. 45-218.
- 100% of all adverse actions are reported within 30 days of the date of final action.
- 100% of all data requests are provided within the time specified by K.S.A. 45-218.
OBJECTIVE #2:
To increase the amount of information that is available to the Board’s customers over the Internet at no charge to the customer
Strategies for Objective #2:
- Provide additional information on Board licensees to public and other Board customers through electronic communications and reduce the number of telephone calls and written requests made to the Board office.
- Make information previously provided through hardcopy mailings and phone contact available on the Board’s website.
Performance Measures for Objective #2:
OUTCOME MEASURES:
- Existence of public derogatory information will be able to be accessed from the Board database presently provided to INK/Kansas.gov with instructions directing persons to Board website for review of actual Board order.
Database information, and new and amended statutes and rules and regulations will be placed on the Board website.
Telephone and written requests to Board office for information will be reduced.
- Information previously provided through hardcopy mailings will be placed on the Board’s website, reducing printing and mailing costs and staff response time.
- Provide form on website for use in requesting public records by e-mail.
OUTPUT MEASURES:
- Utilizing the IT enhancements completed in FY2005, access to disciplinary information will be available via the database.
Database information, statutes and rules and regulations for all healing arts professions will be available on the Board website.
- FAQ’s (frequently asked questions) and all practitioner informational booklets will be placed on the Board website not later than July 1, 2007.
- Increased number of electronic requests and decreased number of hard copy requests for agency records.
OBJECTIVE #3:
To promptly certify individuals who are eligible as shareholders in professional corporations or participants in professional limited liability companies and approve names of such entities.
Strategies for Objective #3:
Use the same number of FTE positions to issue an increased number of certifications and approvals.
OUTCOME MEASURES:
- Utilize the same number of FTE positions to issue an increasing number of certifications and approvals.
- Work with the office of the Secretary of State to electronically transmit certificates and approvals.
OUTPUT MEASURES:
- See Schedule of Corporation and LLC Certification Requests below.
- Certificates and approvals are electronically transmitted to the Secretary of State.
OBJECTIVE #4:
To increase the efficiency and improve the response time in carrying out directives of the Board.
Strategies for Objective #4:
- Reorganize/redistribute duties of existing FTE’s and utilize the same number of FTE Administrative positions to assist executive staff in providing timely response to all requests, actions and directives of the Board, following all regularly scheduled and special Board meetings.
Performance Measures for Objective #4:
OUTCOME MEASURES:
- All Board requests, actions and directives will be responded to within requested timeframes with no carryover to subsequent board meetings.
OUTPUT MEASURES:
1. 100% of all Board requests, actions and directives responded to within requested timeframes.
